Herbert M. Weinman, MD, MBA
Director and Chief Medical Officer

Herbert M. Weinman, MD, MBA, is a family physician with over 35
years of practice and administrative experience. He is currently a
principal and medical director with BCE Technology, a physician
education organization that specializes in documentation
and compliance.

Dr. Weinman was formerly Medicare medical director and vice
president of provider services with Blue Cross of Northeastern
Pennsylvania. He was an NCQA surveyor, and also served as
a medical director of an HMO and principal of a practice
management company.

In additional to teaching in residency programs, Dr. Weinman
was an instructor in the masters program in healthcare at
Marywood University in Scranton, Pennsylvania.

He received his medical degree from Upstate Medical University
in Syracuse, New York, and graduated from Marist College with
his MBA in 1993. Dr. Weinman is board certified in Family Practice
and in Quality Assurance and Utilization Review. He is also a certified healthcare compliance officer.



Charles E. Davidson JD
Director and Chief Legal Officer

Mr. Davidson is a Director and Founder of BCE Technology and
President of Managed Care of America, Inc. ("MCA"). MCA is the
parent corporation of 12 subsidiaries which provide hospital
management and consulting, third party administration, two
preferred provider organizations, a utilization review and case
management company, a pharmacy benefit management company,
excess loss insurance, off-shore captive development corporations
and a multiple-use and multi-product software development company.

Mr. Davidson has been published extensively in both law journals
and national trade magazines on areas relating to managed care development, legal issues relating to managed care plans,
corporate finance and federal legislation governing health and
welfare benefit plans. He also lectures nationally

Mr. Davidson received his Bachelor of Science from Carnegie
Mellon University and his Juris Doctor from the University of
Pittsburgh School of Law, where he was a member of the Law
Review. He currently serves as a member of the Health Care
and Hospital Law Committee and the Health Care Fraud Working
Group of the Pennsylvania Bar Association, and the Interdisciplinary
Committee on Medical and Health Related Issues. He is a member
of the Allegheny County, Pennsylvania, Texas and American Bar
Associations, the Society of Professional Benefit Administrators,
the International Foundation of Employee Benefit Plans and the
American Association of Health Plans.





William Gross, MHA CHE
Director and Chief Financial Officer

William Gross, MHA, CHE is a health care consultant and manager
with over 25 years of administrative and financial experience. He is
currently a Director and Founder of BCE Technology.

Bill was formerly a Principal and shareholder of Medimetrix Group,
a health care advisory firm based in Cleveland, Ohio. Prior to
Medimetrix, Bill was the CEO of a health plan in Pittsburgh,
Pennsylvania. He was the regional director for Travelers Health
Network and held senior administrative positions in teaching
hospitals in Northeast Ohio.

While a consultant, he assisted over 75 hospitals to develop and
implement successful programs in compliance, managed care
and physician relations.

Bill received his Masters in Health Administration from Xavier
University, Cincinnati, Ohio, and a Bachelor in Accounting
from the University of Memphis. He passed the CPA exam in
Ohio in 1983. He is a Diplomat of the American College of
Healthcare Administrators.



BCE Physician Educators

Leo M. Hartz, MD, MHM, a family physician, has over 25 years of practice and management experience. His most recent position was medical director of the 200 member Northeastern Pennsylvania Physicians Organization. Currently he is vice-president of medical affairs for Blue Cross of NEPA/ First Priority Health and Director of Quality and Utilization for BCE Technology.

Dr. Hartz has served on the Board of Directors of the Lycoming County Medical Society and later as its president. He was also on the Board of Directors and then president of the Pennsylvania Academy of Family Physicians.

Throughout his career he has been engaged in teaching medical students and residents in several family practice programs. He developed and taught masters level courses in managed care at Wilkes University in Wilkes-Barre, PA and Marywood University in Scranton, PA.

Dr. Hartz received his medical degree from George Washington University in Washington, D.C., and a Master of Healthcare Management degree from California Coast University. He is Board Certified in Family Practice and Geriatrics, and is certified by the American Board of Quality Assurance and Utilization Review Physicians.



Jim Vance, MD, MBA is an independent healthcare consultant with twenty-five years of clinical practice and fifteen years of clinical performance improvement experience. His unique background includes helping organizations improve clinical effectiveness through fostering physician engagement and clinician collaboration, improving operational efficiencies and effectiveness, enhancing patient safety, and communicating clinical and financial outcomes.

Previously Dr. Vance served as Regional Medical Director for Humana Healthplans in south Florida, Cigna Private Practice Plan (HMO) in southern California, and The Travelers Health Network in Atlanta. As Medical Director of the Kemper Insurance Company managed care division, he worked with several national employers in developing integrated disability management programs.

Most recently he was vice-president of clinical affairs for VHA Georgia where he provided physician faculty support for VHA's clinical improvement and patient safety workshop collaboratives.

Dr. Vance served on the faculty of the Indiana University School of Medicine and followed with fifteen years private practice in south Florida prior to entering full time health care administration. After graduation from the University of Tennessee College of Medicine, he completed his internship at Philadelphia General Hospital, and an internal medicine residency at the Mayo Clinic. An endocrinology fellowship followed at the University of Washington. Dr. Vance also attained a physician executive MBA from Kennesaw State University in Atlanta, Georgia. He is board certified in Internal Medicine, a Fellow of the American College of Physicians, and a member of the American College of Physician Executives.





Janet Hurley, MD, Family Physician who graduated from Texas A&M College of Medicine in College Station, TX. She completed her residency at the University of Texas Health Center in Tyler, TX, where she later became a staff physician and served as a founding member of their Physician Coding Advisory Committee. In this role she refined their retrospective DRG query process and assisted with implementation of compliance and quality programs for the hospital. Currently, at the Trinity Mother Frances Health System, she serves as a part-time family physician and assists with concurrent inpatient chart review and documentation improvement.

Dr. Hurley has ten years of leadership experience in the Texas Academy of Family Physicians, serving on various commissions, committees, and task forces, including the Executive Committee and the Board of Directors. She also serves as a board member for the Northeast Texas Public Health District which oversees many aspects of public health infrastructure, and she assists with clinical operations of low income clinics in Northeast Texas.





Anthony V. Matejicka II, DO, MPH, FACP is an internist who graduated from Philadelphia College of Osteopathic Medicine and did his residency (and was chief resident) at Lehigh Valley Hospital in Allentown, Pennsylvania. During his residency he also obtained his Master of Public Health degree from East Stroudsburg University. He recently became a Fellow of the American College of Physicians in 2006.

Dr. Matejicka is currently in practice with five general internists in a 14 member group owned by Lehigh Valley Hospital. He has over 10 years of clinical experience in both inpatient and outpatient clinical medicine while serving actively on many committees including Quality Assurance and Coding/Documentation. He is the lead coach of their organization.

He has been actively involved in the teaching programs of medical students, physician assistants and house staff. In 2006-2007 he received the award of clinical "Teacher of the Year."

Serving his community as well, Dr. Matejicka is the current Medical Director for the city of Bethlehem's Health Bureau. He is married to Julie, and in 2007 their son Anthony III became a big brother to identical twin boys!





William H. Klompus, M.D., is a graduate of New York Medical College. He is a Fellow of the American College of Surgeons and is board certified in urology.

His post graduate training was accomplished at Harrisburg Polyclinic Hospital, the School of Aerospace Medicine, and the University of Louisville and V.A. Hospitals.

Dr. Klompus is currently a clinical Professor of Surgery at the University of Louisville. He was in private practice for over 35 years, and now divides his time between teaching medical students and residents, and working as lead documentation coach at Trover Hospital.
